Repeals Article 12 of Chapter 95 of the General Statutes, which contains restrictions on public employee labor organizing.

Adds language to Article 10 declaring it public policy that persons have the right to engage in organized labor activity without denial or abridgement based on union membership or non-membership status.

Maintains prohibitions on employer-union agreements that deny non-members the right to work, require union membership as a condition of employment, or create employment monopolies.

Preserves prohibitions on requiring employees to pay union dues or fees as a condition of employment, and prohibits agricultural producers from being conditioned on union status in purchase agreements.

Becomes effective upon enactment and applies to contracts executed on or after that date, while preserving existing lawful contracts in force before the effective date.
