Prohibits employers from discriminating against, discharging, demoting, or taking adverse employment action against employees who are members of the North Carolina Wing-Civil Air Patrol based on their membership or authorized absences for duties.

Authorizes absences only if necessary to perform duties incident to a State-approved mission or United States Air Force authorized mission, limited to no more than 7 consecutive scheduled working days per absence and 14 total scheduled working days per calendar year.

Allows employers to require employees to furnish a copy of their mission order as verification of the authorized absence.

Does not require employers to pay salary or wages during authorized absences unless the employee uses available paid leave.

Appropriates $5,000 in nonrecurring funds to the Department of Labor for the 2023-2024 fiscal year to create and distribute educational materials to employers about the law's provisions, effective July 1, 2023.
