Establishes a new eyelash art technician license under the North Carolina Board of Cosmetic Art Examiners for individuals who apply eyelashes, eyelash extensions, and brow or lash color.

Requires applicants to complete a Board-approved eyelash art training course, pass an examination, and pay required fees to obtain licensure.

Sets annual license renewal on or before October 1 with an $10.00 per year fee and requires 8 hours of Board-approved continuing education annually for license renewal.

Allows reciprocity for eyelash art technicians licensed in other states if they meet equivalent requirements or if mutual reciprocity provisions exist.

Requires eyelash art technicians to display their license certificate in their workplace and makes unlicensed practice a Class 3 misdemeanor; becomes effective October 1, 2023.
