Allows Level 2 limited provisional license holders to transport one additional passenger under 21 years of age who is not a family member or household member when that passenger is a student being driven directly to or from school.

Maintains existing restrictions limiting provisional drivers to one passenger under 21 years of age when driving without supervision, except for immediate family members or household members.

Requires the supervising driver to be seated beside the license holder in the front seat when the license holder drives with supervision.

Mandates all vehicle occupants wear properly fastened safety belts or use appropriate child passenger restraint systems while the vehicle is in motion.

Becomes effective August 1, 2023, and applies to offenses committed on or after that date.
