Establishes the North Carolina Primary Care Payment Reform Task Force within the Department of Health and Human Services, Division of Health Benefits, composed of state officials, healthcare providers, and insurance representatives with all members having voting rights.

Task Force must establish a primary care definition applicable across NC Medicaid, State Health Plan, and commercial insurance, and conduct an actuarial evaluation of current healthcare spending on primary care services.

Task Force shall determine the adequacy of North Carolina's primary care delivery system, study primary care payment models in other states with minimum spending requirements, and identify data collection systems to create a primary care investment target.

Task Force must submit findings and recommendations by April 1, 2024, to the Joint Legislative Oversight Committees on Health and Human Services and Medicaid, including specific and actionable steps for state implementation and legislative action.

Appropriates $250,000 in nonrecurring General Fund dollars for fiscal year 2023-2024 to support actuarial evaluations, with the Task Force expiring May 1, 2024.
