State Board of Community Colleges must approve multicampus center status for off-campus instructional sites meeting eight specified criteria.

Qualifying sites must be owned and operated for over 10 years, accredited, and offer an associate degree, diploma, and at least one certificate in English and Spanish.

Sites must serve economically challenged communities with higher percentages of African American and Hispanic/Latino residents than county averages, and be located in the largest city within 2.5 miles of public transportation.

Community colleges applying must have received local general obligation bonds exceeding $35,000,000 and the site must average over 300 budget FTE annually over five years.

Applications must be submitted by September 1, 2023, with State Board approval required by January 31, 2024; approved centers maintain status as long as criteria are met.
