Modifies G.S. 29-19 to change how paternity is established for purposes of intestate succession of children born out of wedlock.

Limits judicial paternity adjudication references to G.S. 49-1 through 49-9 and G.S. 49-14 through 49-16 (removing reference to broader statutory provisions).

Requires written acknowledgment of paternity to be executed or acknowledged before a certifying officer and filed with the clerk of superior court during both the father's and child's lifetime.

Adds new provision allowing paternity to be established by DNA testing for a person who died prior to or within one year after the child's birth.

Effective upon enactment.
