Adds new section 132-1.15 to North Carolina General Statutes establishing that personally identifiable information held by animal shelters is not public record for individuals who surrender, adopt, or foster animals.

Protects identity information of individuals who place animals in long-term holds or foster programs related to domestic violence situations.

Exempts from public disclosure the disposition of animals confiscated under G.S. 14-363.2.

Requires that the identity of animal rescue organizations receiving animals from county animal control services remain public record.

Allows counties discretionary authority to disclose or withhold non-public information under these protections.
