Directs the Division of Motor Vehicles to establish a motorcycle road guard certification program with qualifications including age 18 or older, valid driver's license with motorcycle endorsement, and completion of a certification course.

Requires the Division to develop and offer motorcycle road guard certification and refresher courses that include training for serving as a traffic-control officer.

Establishes that motorcycle road guard certificates expire after two years and requires periodic refresher training for renewal.

Authorizes motorcycle road guard certificate holders to serve as traffic-control officers appointed by police chiefs or sheriffs to direct and regulate traffic in designated jurisdictions.

Requires traffic-control officers to wear distinguishing uniforms or jackets and possess valid authorization cards; mandates minimum liability insurance coverage of $25,000 per person and $50,000 for multiple persons per accident.

Becomes effective January 1, 2024.
