Requires a 25-foot undisturbed, vegetated buffer zone around streams classified as trout waters by the Environmental Management Commission where agricultural activities are prohibited.

Covers agricultural activities including crop production, dairy, livestock, poultry, and other farming operations that would otherwise be exempt from land-disturbing activity regulations.

Allows the Environmental Management Commission to approve land-disturbing activities within the 25-foot buffer if the disturbance is temporary and minimal in extent, at the Commission's discretion.

Grants the Environmental Management Commission authority to take any action reasonably necessary to enforce this buffer requirement.

Becomes effective January 1, 2024, and applies to agricultural activities initiated on or after that date.
