Extends the time limit for Durham City Council to fill vacancies from 60 days to 120 days for both Mayor and Council member positions.

Changes the mandatory language requiring the City Council to fill vacancies to permissive language, allowing them to choose whether to appoint a replacement.

If the City Council fails to appoint someone within 120 days, they must call a special election rather than being able to fill the vacancy by appointment.

Maintains the requirement that if a vacancy occurs in a ward-specific seat, the appointed replacement must reside in that same ward.

Becomes effective upon passage and applies to the City of Durham's charter provisions.
