Establishes separate boards of trustees to govern the Eastern North Carolina School for the Deaf, North Carolina School for the Deaf, and Governor Morehead School for the Blind, replacing State Board of Education governance effective July 1, 2024.

Each board of trustees consists of 5 voting members (2 appointed by Speaker of House, 2 by President Pro Tempore of Senate, 1 by State Board of Education) plus 2 nonvoting members representing alumni and relevant state divisions.

Board of trustees members must receive minimum 12 clock hours of training every two years covering public school law, special education law, school finance, and board duties; members receive up to $50 per diem for attending meetings.

Establishes eligibility criteria and admission procedures for schools considering evidence of hearing or vision loss, state and federal laws, optimal academic outcomes, parental input, and student's daily living skills and functioning level.

North Carolina residents entitled to free tuition and room and board; nonresident students charged full unsubsidized per capita costs; initial board members to be appointed by November 1, 2023, taking office January 1, 2024.
