Expands permanent civil no-contact order protections to include victims of human trafficking offenses, effective August 1, 2023, with actions filed on or after that date.

Prohibits denial or reduction of crime victims' compensation awards solely due to conduct occurring while the claimant was a human trafficking victim, unless the victim was coerced or deceived into the conduct; effective immediately upon enactment.

Broadens human trafficking and sexual servitude offenses to include "patronizes" and "solicits" conduct, and expands criminal liability to include reckless disregard in addition to knowing conduct, effective December 1, 2023.

Enhances riot-related criminal penalties by establishing Class H felony charges for brandishing weapons or using dangerous substances, Class F felony for property damage exceeding $2,500 or serious bodily injury, and Class E felony for deaths; increases inciting-to-riot felony charges to Class E for riots with property damage exceeding $2,500 or serious bodily injury, and Class D for riots resulting in death, effective December 1, 2023.
