Applies to Congress under Article V of the U.S. Constitution to convene a convention of the states for proposing constitutional amendments.

Convention shall be limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and members of Congress.

Application constitutes a continuing application until at least two-thirds of state legislatures submit applications on the same subject.

Secretary of State shall transmit copies to the President, Congressional leadership, North Carolina's congressional delegation, and presiding officers of all state legislatures.

Resolution becomes effective upon ratification.
