Authorizes the Division of Motor Vehicles to contract with third-party vendors to establish and conduct driver improvement clinics, effective October 1, 2023.

Requires all driver improvement clinics to include training on the dangers of a lack of motorcycle safety awareness.

Permits motorcycles to overtake and pass stopped vehicles in the same lane on roads with speed limits of 55 mph or less if the motorcycle travels at 15 mph or less and the movement can be made safely, effective December 1, 2023.

Expands the definition of "funeral procession" to explicitly include motorcycles and allows motorcycles to participate in funeral processions.

Prohibits the Department of Transportation from restricting motorcyclist access to highways, bridges, tunnels, or other transportation facilities and requires reasonable accommodations for motorcycle parking at state and locally funded facilities, effective July 1, 2023.
