Amends North Carolina Constitution to require all voters to present photographic identification before voting, expanding current requirement that applies only to in-person voters.

Proposes voter referendum on photo ID requirement to be held on November 5, 2024, with results certified by State Board of Elections and enrolled by Secretary of State if approved.

Reduces the maximum allowable income tax rate in North Carolina from 7 percent to 5 percent by amending Article V, Section 2 of the Constitution.

Income tax rate reduction applies to taxable years beginning on or after January 1, 2025, subject to voter approval in the November 5, 2024 general election.

General Assembly retains authority to enact laws governing photo identification requirements and may include exceptions to the voter identification mandate.
