Prohibits public healthcare facilities and providers employed by or under contract with public facilities from performing surgical gender transition procedures on minors or providing puberty-blocking drugs or cross-sex hormones to minors.

Defines public healthcare facilities to include the UNC Health Care System, state-operated facilities, local health departments, and facilities with affiliations to UNC institutions.

Establishes exceptions allowing treatment for individuals with medically verifiable disorders of sex development, infections or injuries caused by prior gender transition procedures, and procedures certified as medically necessary by a physician.

Prohibits use of State funds directly or indirectly for surgical gender transition procedures, puberty-blocking drugs, or cross-sex hormones for minors, with an exception for the State Health Plan for Teachers and State Employees.

Becomes effective October 1, 2023, with the State Health Plan restriction expiring 30 days after the Kadel v. Folwell court order is vacated, overturned, or no longer in force.
