Prohibits the North Carolina Authority from collecting tolls on Interstate 95 without prior approval from the General Assembly.

Implements a 10-year toll prohibition on I-95 that is effective immediately when the bill becomes law.

Allows tolling of I-95 after July 1, 2033, only if the General Assembly grants prior approval.

Specifies that toll revenues must be used solely to repair and maintain the highway where collected, and cannot be used for adjacent state roads.

Maintains existing authority to toll other interstate highways with federal Department of Transportation permission.
