Creates a new requirement for counties to demand developers post temporary maintenance and acceptance guarantees (surety bonds, letters of credit, or equivalent security) for publicly dedicated subdivision roads to ensure proper maintenance before public acceptance.

Guarantees can be used only to bring roads up to minimum standards set by the administering entity (Board of Transportation or municipality), with posted amounts capped at 20% of the reasonably estimated total construction cost.

Roads that have not been accepted into the applicable roadway system within four years after plat recordation shall be automatically accepted for maintenance by the administering entity.

Requires counties to submit petitions for road addition to the roadway system within five days of completed construction, and guarantees must be returned or released within 30 days of road acceptance.

Establishes transparency requirements including a Public Street Information Database (updated by January 1, 2024) tracking road status, mandatory subdivision streets disclosure statements certifying road standards and maintenance responsibility, and clarifies that subdivision roads are regulated by standards in effect when the plat was recorded.
