Senate Bill 636: School Athletic Transparency

• Establishes comprehensive state oversight of high school interscholastic athletics through the State Board of Education and Superintendent of Public Instruction, with authority to enter four-year memoranda of understanding with nonprofit administering organizations.

• Requires administering organizations to meet strict operational requirements including annual independent audits, public record transparency, equal board representation by educational district, and prohibition of activities such as vendor control, gate receipt retention, and retaliation against reporting schools.

• Mandates that State Board directly adopt and enforce student participation rules, health and safety rules, appeals rules, and reporting rules without delegation to administering organizations; allows delegation of administrative, gameplay, and fee rules.

• Requires schools to charge mandatory catastrophic insurance and creates new reporting requirements for public school units to submit annual financial data on athletic spending and revenues by July 15, 2024, including five years of historical data.

• Institutes independent appeals board process with due process protections for students and parents challenging eligibility penalties, and prohibits monetary penalties for rule infractions.
