Senate Bill 639 - Youth Health Protection Act

• Prohibits medical professionals from performing or prescribing puberty blockers, cross-sex hormones, sterilizing surgeries, mastectomies, and gender transition procedures on minors under 18 years of age.

• Establishes civil penalties of up to $1,000 per occurrence and minimum one-year license revocation for medical professionals violating the prohibitions.

• Requires government agents to immediately notify parents in writing if a minor exhibits symptoms of gender dysphoria or demonstrates desire to be treated incongruent with their biological sex.

• Prohibits use of State funds directly or indirectly for gender transition procedures or governmental health plans offering such procedures.

• Allows civil lawsuits for compensatory damages, injunctive relief, and attorney's fees against violators, with minors able to sue until 20 years after reaching age of majority; effective October 1, 2023.
