Changes transportation fund distribution: reduces Statewide Strategic Mobility Projects from 40% to 30%, increases Regional Impact Projects from 30% to 40%, maintains Division Need Projects at 30%, and requires at least 20% of funds go to non-highway projects.

Adds public transportation modes (bus rapid transit, commuter rail, intercity rail, light rail) to eligible project categories and caps state funding for commuter rail and light rail projects at the lesser of 10% of distribution region allocation or 10% of estimated total project costs.

Requires written agreement ensuring all non-state funding is committed before state funds can be expended for light rail projects.

Tightens variance limits on formula compliance from 15% to 10% over five-year periods and from 10% to 5% over ten-year periods for project category allocations.

Expands definition of "transportation facilities" in subdivision and zoning regulations to explicitly include sidewalks, bicycle lanes, bus stops, transit infrastructure, and other multimodal facilities beyond traditional roads.
