Expands North Carolina's Opportunity Scholarship program to include homeschooled students beginning with the 2023-2024 school year.

Establishes initial scholarship award of $1,000 per eligible homeschool student, phased in over time to reach 45% of average state per pupil allocation by July 1, 2026.

Phases in homeschool scholarship amounts as follows: $1,000 (2023-2024), $2,000 (2024-2025), $3,000 (2025-2026), and 45% of state per pupil allocation (2026-2027 forward).

Appropriates $113 million in nonrecurring funds for 2023-2024 and additional recurring appropriations of $225 million (2023-2024) and $337 million (2024-2025) to the Opportunity Scholarship Grant Fund Reserve.

Increases long-term funding commitments through 2031-2032, with appropriations reaching $676.54 million annually by 2032-2033 and thereafter.
