Appropriates $2,000,000 in recurring funds for the 2023-2024 fiscal year to the North Carolina Coastal Federation for living shoreline projects in coastal counties and matching federal or private funds.

Appropriates $800,000 in nonrecurring funds to the North Carolina Coastal Federation for capital improvement projects at its mariculture hub in Carteret County.

Appropriates $500,000 in recurring funds to the North Carolina Coastal Federation for the Lost Fishery Gear Recovery Program and investigation, removal, and disposal of abandoned and derelict vessels in coastal waterways, with up to $50,000 directed toward studying a permanent removal program.

Appropriates $500,000 in nonrecurring funds to the North Carolina Coastal Federation for restoration and protection of oyster habitat in Stump Sound in Onslow County from stormwater runoff.

Modifies the Shellfish Growers Loan Program to cap the fixed interest rate at the lesser of the prime rate or 5%, and prohibits the use of unencapsulated polystyrene in floating docks, piers, and walkways in coastal waters.
