Creates new offense of felon possession of firearm or weapon of mass death and destruction during commission or attempted commission of a felony under G.S. 14-415.1A

Establishes tiered penalties: Class D felony if firearm discharged, Class F felony if brandished, Class G felony for other violations during felony commission or attempted commission

Designates violation as separate offense from underlying felony that does not merge with other offenses

Clarifies existing G.S. 14-415.1 violation of felon possession of firearms is Class G felony and is not lesser included offense of new G.S. 14-415.1A offense

Becomes effective December 1, 2023, and applies to offenses committed on or after that date
