Removes the unearned income limit (previously 150% of Federal Poverty Level) and all resource limits from the Health Coverage for Workers with Disabilities (HCWD) Medicaid program eligibility requirements.

Department of Health and Human Services must submit documentation to Centers for Medicare and Medicaid Services (CMS) within 90 days for approval to remove unearned income limits, with changes effective upon CMS approval.

Creates new subsection allowing the Department to disregard certain income and resources already excluded under the Medicaid State Plan, including the $65 earned-income disregard and work incentive income disregards.

Allows involuntary unemployed HCWD participants to maintain eligibility for up to 12 months if they maintain workforce connection and meet other eligibility criteria.

Appropriates $153,000 in recurring state funds annually for fiscal years 2023-2025 to match $296,000 in recurring federal funds for program implementation.
