Expands the Opportunity Scholarship program to include homeschooled students beginning with the 2023-2024 school year.

Establishes initial scholarship award of $1,000 per year for eligible homeschool students, phasing in increases to $2,000 (July 1, 2024), $3,000 (July 1, 2025), and 45% of average state per pupil allocation (July 1, 2026).

Defines "home school" as a nonpublic school meeting requirements of Part 3 of Article 39 of North Carolina General Statutes and identified by the Division of Nonpublic Education.

Appropriates $113,000,000 in nonrecurring funds for 2023-2024 and $225,000,000 in recurring funds for 2023-2024 and $337,000,000 for 2024-2025 to the State Education Assistance Authority and Opportunity Scholarship Grant Fund Reserve.

Increases long-term appropriations to the scholarship fund reserve through 2032-2033 and beyond, with amounts reaching $676,540,000 annually by 2032-2033.
