Denies approval only if the auction service has had licensing issues, been debarred from state contracts, or charges fees exceeding 8% of the final selling price.

Requires all items listed through auction sites be listed minimum three times before disposal, with items valued at $100 or more having minimum bid prices set at 25% of fair market value.

Mandates agencies maintain records for three years including item names, final bid amounts, funds received, and fees paid, and submit annual reports to the Joint Legislative Oversight Commission on General Government.

Prohibits the State Surplus Property Agency from assessing service charges to agencies using third-party auction services under this authorization.
