Permits wastewater treatment systems to calculate flows for new dwelling units at 75 gallons per day per bedroom, or a lower rate approved by the Department.

Requires sewer line extension permits for municipal and county systems to include engineering evaluations when flows exceed 80% of capacity and final expansion plans when flows exceed 90% of capacity.

Allows the Director to issue permits to facilities exceeding capacity thresholds if additional flow will not cause exceedance of permitted hydraulic capacity and adequate progress is being made on expansion plans.

Permits wastewater systems in fast-growing counties (2%+ annual growth or top 20% fastest growing) with signed expansion contracts to temporarily allocate up to 110% of existing hydraulic capacity (increasing to 115% within 24 months of completion).

Clarifies system development fee definitions and calculations, including that fees may recoup costs of purchasing or reserving capacity from other local government units and specifying allowable uses of collected revenue.
