Permits public school buildings to be sited in commercially-zoned areas either by right or by special use permit, provided the school is under control of a public school unit.

Clarifies that obtaining one vested right or use permit does not eliminate or extinguish other existing vested rights or uses by right attached to the same property.

Eliminates municipal extraterritorial jurisdiction authority over areas outside city corporate limits, effective October 1, 2024 for counties with populations of 25,000 or less and October 1, 2025 for counties with populations between 25,001 and 50,000.

Prevents cities from expanding extraterritorial jurisdiction beyond the territory they were exercising such authority over as of June 1, 2023.

Gives counties the authority to determine relinquishment of extraterritorial jurisdiction previously held by cities, with vested rights and existing permits remaining valid during transition periods.
