Authorizes North Carolina Division of Motor Vehicles to issue Class C restricted drivers licenses to undocumented immigrants and those with limited legal status who meet eligibility requirements.

Applicants must provide an Individual Taxpayer Identification Number, current passport, or valid consular identification document in lieu of a social security number, and demonstrate one year North Carolina residency and tax compliance under G.S. 105-153.8.

Initial restricted licenses expire on the licensee's birthday in the second year after issuance; renewals expire two years after the previous license expiration, with a $50 fee for both initial issuance and renewal.

Restricted licenses have a unique design distinguishing them from Real ID compliant licenses and cannot be used to establish identity, demonstrate employment eligibility, register to vote, or access federal buildings or benefits.

Information provided to obtain a restricted license is inadmissible in criminal, civil, or immigration proceedings, and possession alone cannot be the basis for criminal investigation or arrest; the Division shall not offer voter registration to applicants for restricted licenses.
