Repeals Section 59.2 of S.L. 2013-413, which removed public health protections related to solid waste transport vehicles.

Requires the Commission for Public Health to readopt a rule substantively identical to 15A NCAC 13B .0105 as it existed on August 22, 2013.

Exempts the readopted rule from the standard regulatory review process under Part 3 of Article 2A of Chapter 150B of the General Statutes.

Mandates that the readopted rule become effective with expedited procedures as though 10 or more written objections had been received.

Directs the Commission for Public Health and Department of Environmental Quality to implement the pre-2013-413 version of 15A NCAC 13B .0105 until the new rule becomes effective.
