Establishes the Northeast Regional School of Biotechnology and Agriscience as an independent school of choice in 18 northeastern North Carolina counties, governed by a board of directors with 9 appointed members plus ex officio representatives from higher education institutions.

Protects education savings accounts under the Parental Savings Trust Fund and ABLE accounts from creditors' liens, attachments, garnishment, and other enforcement actions, with full protection for these accounts versus a $25,000 limit for other 529 plans.

Permits schools by right in residential zones on 30+ contiguous acres in counties with 200,000+ population, 300+ people per square mile, and 200+ square miles of land area, with schools exempt from new zoning restrictions for 5 years after permit issuance.

Requires constituent institutions offering health care degrees and certifications to publicly disclose admissions criteria with weighted rubrics and submit annual reports to the Board of Governors on applicant and admitted student demographics disaggregated by race.

Mandates local school boards, charter schools, regional schools, and laboratory schools provide opportunities for five specified civic youth groups to address students during Patriot's Day or Constitution Day weeks with at least 10 minutes of instructional time.
