Appropriates $2,261,000 in recurring funds to hire one full-time Housing Support Specialist and one full-time Support Specialist at each of North Carolina's 17 local reentry councils for fiscal year 2023-2024.

Appropriates $3,825,000 in recurring funds to provide reentry rental assistance to individuals served by the 17 local reentry councils, with funds remaining available until expended.

Appropriates $867,000 in recurring funds to provide transportation vouchers to individuals on post-release supervision served by the 17 local reentry councils, with funds remaining available until expended.

Appropriates $140,000 in recurring funds to contract with Central Piedmont Community College and Fayetteville Technical Community College to hire one full-time Reentry Education Navigator position at each college to serve justice-involved students.

Appropriates $25,000 in nonrecurring funds to the State Reentry Council Collaborative to develop online professional development modules for state agencies, educational institutions, and nongovernmental organizations on serving individuals with criminal records.
