Expands community solar program eligibility to customers in Tier 1 and Tier 2 counties and affordable housing units in Tier 3 counties, with one-time certification required in initial program year.

Increases individual subscriber interest limits from 40% to up to 75% for community solar facilities connected to critical infrastructure buildings (hospitals, emergency shelters, fire stations, police stations) that can support grid failure.

Removes the 20 megawatt nameplate capacity cap on total community solar facilities, allowing programs to continue on first-come, first-served basis without aggregate limits.

Changes subscriber crediting from avoided cost rate to just and reasonable rate as determined by the Commission.

Allows existing community solar energy facilities to participate in the program and permits subscribers to own renewable energy certificates produced by the facilities.

Takes effect October 1, 2023.
