Creates a State Building Code Permit Technician certification program administered by the Board, requiring candidates to pass an examination based on the North Carolina State Building Code, administrative procedures, and permit administration topics.

Authorizes the Board to set initial certification fees at up to $20.00 and renewal fees at up to $10.00, with an additional $4.00 late fee for renewals after July 1st each year.

Requires annual certificate renewal by July 1st and establishes professional development requirements with continuing education hours to be determined by the Board.

Allows the Board to grant certificates without examination to current Building Inspector standard certificate holders in good standing and to similarly certified permit technicians from other jurisdictions or the International Code Council.

Becomes effective July 1, 2023.
