Limits insured copayments for insulin under health benefit plans to a maximum of $25.00 per month's supply, or proportional copayments for other quantities, regardless of insulin type or amount.

Applies the copayment limit to both insurers and pharmacy benefits managers as defined in G.S. 56-56A-1.

Requires the Department of Insurance to study the feasibility of further reducing maximum insulin copayments and imposing copayment caps on diabetes-related equipment, with findings due to the General Assembly by January 1, 2024.

Takes effect October 1, 2023, and applies to health benefit plans issued, renewed, or amended on or after that date.
