Creates new section G.S. 20-157.2 requiring municipalities with populations of 35,000 or more to mandate parade permits that include specific safety requirements for motor vehicles.

Requires police or fire department inspection of each parade vehicle for safety no earlier than seven days before the parade, with verification of vehicle registration and insurance.

Mandates that parade vehicle operators must be at least 25 years of age and possess a valid driver's license.

Allows municipalities with populations under 35,000 to voluntarily adopt the same parade safety requirements.

Amends G.S. 20-169 to make local parade regulations subject to the new safety requirements in G.S. 20-157.2.
