Department of Health and Human Services shall develop a new Medicaid "in-lieu-of" service called "Community Activities and Employment Transitions" (CAET) providing individualized services for adults age 18 or older with intellectual disabilities, covered under BH IDD tailored plans and 1915(b)/(c) waivers or 1915(i) waivers.

CAET service shall be modeled after nonresidential components of "Long-Term Community Supports" provided by Vaya Health and Alliance Behavioral Healthcare, must exclude residential components, and originate from facilities meeting home- and community-based services standards.

Department must collaborate with MARC, NCARF, NCAPSE, all LME/MCOs, and other stakeholders during development and review relevant rules including 10A NCAC 27G .2301 through .2306, with authority to amend or adopt additional rules.

Department shall submit report to Joint Legislative Oversight Committee on Medicaid by December 1, 2023, detailing CAET service definition, anticipated annual state costs, necessary legislative changes, facility licensing recommendations, and implementation authority.

Four million five hundred thousand dollars ($4,500,000) appropriated for fiscal year 2023-2024 and nine million dollars ($9,000,000) for fiscal year 2024-2025, with matching federal funds of $8,700,000 and $17,400,000 respectively; service coverage cannot begin before January 1, 2024.
