Requires local boards of education, charter schools, regional schools, and public universities in North Carolina to adopt policies for patriotic displays and education in all elementary and secondary schools.

Mandates prominent display inside each school building's main entrance of a quote from the North Carolina Constitution: "Religion, morality, and knowledge being necessary to good government and the happiness of mankind, schools, libraries, and the means of education shall forever be encouraged."

Requires daily recitation of the Pledge of Allegiance and display of United States and North Carolina flags in classrooms when available, along with age-appropriate instruction on the meaning and historical origins of flags, the Pledge, and both constitutions.

Prohibits any school policies from compelling individuals to stand, salute the flag, or recite the Pledge of Allegiance.

Appropriates $25,000 in nonrecurring funds to the Department of Public Instruction for the 2023-2024 fiscal year to implement requirements, including purchasing supplies and mounted plaques; becomes effective July 1, 2023, and applies beginning with the 2024-2025 school year.
