Establishes a Parents' Bill of Rights enumerating ten parental rights including access to education records, making healthcare decisions, receiving school performance data, and sitting in their child's classroom within reasonable limits.

Establishes a Students' Bill of Rights enumerating fourteen student rights including freedom from discrimination, safety at school, access to mental health services, extracurricular programs, and participation in school decision-making.

Guarantees both parents and students the right to fully resourced classrooms with tools and technology to meet North Carolina Constitution curriculum requirements.

Requires parents to receive timely notification about their child's health, well-being, and education, including knowledge of safety threats to the individual child or school.

Takes effect upon becoming law and applies beginning with the 2023-2024 school year.
