Requires the Department of Health and Human Services to revise child care licensure rules for the NC Pre-K program in collaboration with the Child Care Commission.

Allows site administrators at programs established for 4+ years to meet licensure requirements with an NC Early Childhood Administrator Credential (NCECAC) II and 10 years of child care administration experience.

Permits lead teachers to satisfy requirements with an associate of applied science (AAS) degree in early childhood education plus 5 years of teaching experience, either while working towards a birth-through-kindergarten license or without that requirement.

Establishes alternative pathways for rated licensure at five, six, and seven point levels using verifiable early childhood work experience (7, 10, and 12 years respectively) instead of standard education requirements for lead teachers holding an NC Early Childhood Credential.

Becomes effective upon passage into law.
