Clarifies the Department of Insurance's authority to inspect and approve fire protection and electrical systems in state buildings and properties during construction or renovation.

Requires the Department of Insurance to notify the Department of Administration in writing of any defects, conditions, or needed improvements related to electrical and fire protection systems.

Mandates the Department of Administration respond within 30 days to the Department of Insurance regarding noted defects or conditions, either confirming completion or proposing a remedial plan.

Authorizes the Commissioner of Insurance to prevent occupancy, restrain violations, or correct defects immediately when an imminent hazard to life, safety, or property exists.

Requires the Department of Administration to provide the Commissioner of Insurance with all inspection and approval records and prohibits building occupancy without a Certificate of Occupancy issued by the Commissioner.
