Requires a special election within 90 days if an elected or appointed General Assembly member changes party affiliation during their term with more than six months remaining in office.

Automatically vacates the office of any legislator who undergoes a party affiliation change meeting the above criteria, triggering the special election process.

State Board of Elections must develop guidelines and procedures for conducting the special election, including reimbursement to county boards of elections for actual administrative costs.

Requires legislators who change party affiliation to return campaign contributions made during the most recent election cycle upon request from contributors within 30 days.

Becomes effective upon enactment.
