Amends the Charter of the Town of Southern Pines to allow ordinances to be finally adopted on the date they are introduced with an affirmative vote of a simple majority of Town Council members.

Removes the previous requirement of at least three affirmative votes for passage of ordinances, resolutions, or orders.

Overrides G.S. 160A-75 state law regarding ordinance adoption timelines for the Town of Southern Pines.

Maintains existing requirements that the Mayor be counted as a voting member of Council and that all final votes on ordinances, resolutions, or expenditures of $50 or more be recorded by ayes and noes.

Becomes effective upon enactment.
