Expands the definition of "hospice inpatient facility" and "hospice residential care facility" to include patients 20 years old or younger who have been diagnosed with limited life expectancy, in addition to terminally ill patients.

Clarifies that hospitals with contractual agreements with licensed hospices to provide inpatient services in licensed acute care beds are not considered hospice inpatient facilities and are not subject to related regulatory requirements.

Appropriates $50,000 in recurring funds for fiscal year 2024-2025 to the Department of Health and Human Services, Division of Health Service Regulation, to enforce state licensure and certificate of need laws for hospice facilities.

Effective July 1, 2024 for the appropriation and when signed into law for all other provisions.
