Requires each public school in North Carolina to employ at least one school nurse available to students during the instructional day, with schools allowed to hire full-time or part-time nurses directly or contract with a third party for services.

Appropriates $89,000,000 in recurring General Fund money to the Department of Public Instruction for the 2024-2025 fiscal year to increase the School Health Personnel Allotment for funding school nurses.

Mandates each school maintain a minimum of two boxes of 8 milligram naloxone nasal spray (at least four total doses) stored in a secure but easily accessible location for use by trained personnel during opioid or fentanyl emergencies.

Requires school principals to designate personnel to receive initial and annual retraining on naloxone storage and emergency use, and to develop an emergency action plan including storage procedures, symptom recognition, emergency follow-up protocols, and CPR certification.

Appropriates $350,000 in nonrecurring funds from the Opioid Abatement Reserve for the 2024-2025 fiscal year to help school units purchase naloxone supplies and facilitate required training, effective July 1, 2024.
