Establishes the North Carolina Department of Housing and Community Development as a single, unified cabinet-level department within the state executive branch.

Creates four internal divisions: Division of Operations, Division of Community Development, Division of Housing, and Policy and Legislative Office.

Department mission includes partnering with communities on economic development, providing training and certification for building officials, and investing in housing and community development projects for low- to moderate-income residents.

Establishes the North Carolina Board of Housing and Community Development with 10 members (Secretary as ex officio chair, plus 5 Governor appointees, 2 Senate President Pro Tempore appointees, and 2 House Speaker appointees) serving two-year terms.

Appropriates $30,000,000 in recurring General Fund monies to the new department for the 2024-2025 fiscal year, effective July 1, 2024.
