Provides school psychologists with a $650 monthly salary supplement for 2024-2025, plus an additional 12% monthly supplement for those with Nationally Certified School Psychologist (NCSP) credentials, with $8.1 million appropriated for this purpose.

Establishes a School Psychologists Grant Program providing up to $5,000 signing bonuses to recruit school psychologists, prioritizing school units without full-time psychologists, with $1.7 million in recurring funds appropriated.

Creates a school psychologists internship program providing up to a 10-month stipend to eligible interns at the beginning salary level, with field supervisors eligible for $500-$1,200 lump sum supplements, funded with $5 million in recurring appropriations.

Appropriates $5 million in nonrecurring funds to Appalachian State University to host a virtual school psychology training program at its Hickory campus.

Allocates $1.6 million in recurring funds to five UNC constituent institutions (Appalachian State, East Carolina, NC State, UNC Chapel Hill, and Western Carolina) to support school psychology programs with the goal of doubling the number of school psychologists produced.
