Appropriates $7,000,000 in nonrecurring General Fund money to the North Carolina Department of Transportation for train infrastructure development.

Allocates $1,000,000 to each of seven rail corridors for comprehensive engineering, feasibility studies, and initial development: Asheville to Salisbury; Charlotte to Washington D.C.; Charlotte to Atlanta; Charlotte to Kings Mountain; Raleigh to Fayetteville; Raleigh to Wilmington; and Raleigh to Winston-Salem.

Directs the Department of Transportation to expedite implementation of Corridor Identification Program routes submitted to the Federal Railroad Administration's Corridor Identification and Development Program.

Requires the Department to submit annual reports by December 1 to the Joint Legislative Transportation Oversight Committee and Fiscal Research Division detailing fund utilization, engineering advancements, and secured federal funding.

Becomes effective July 4, 2024.
